Solution
By default, NVDA uses a "browse mode", which effectively negates most keyboard commands sent by the web browser. This setting can be toggled on or off in NVDA by pressing NVDA+Shift+Space. The NVDA key is configurable by the user, please consult your NVDA settings to determine which key is currently set as the NVDA key.
Likewise, JAWS uses a "Virtual Cursor" mode by default which also negates most keyboard commands. This can be toggled off by pressing Insert+Z.
